The APS certificate Germany requires is a document-verification certificate issued by the Academic Evaluation Centre (APS India), the Science Section of the German Embassy in New Delhi. If your education from Class 10 onwards was completed at an Indian institution, you cannot get a German student visa without it — and from 2026, some Master’s applicants must also clear a new test called the dMAT before APS will issue the certificate at all.
That last part is what most students find out too late.
I have sat across the desk from students who booked flights, paid semester contributions, and then discovered their APS file was sitting incomplete because of a rule published in June. Germany is not a country that bends deadlines. Miss the paperwork window and you lose a semester — not a week.
This guide covers what APS actually is, what it costs, how long it takes, what documents you need, and — most importantly — whether the new dMAT exam applies to you. Registration for the first dMAT closes on 15 September 2026. If you are an engineering, commerce or management graduate targeting Summer Semester 2027, that date matters more than anything else on this page.

What Is the APS Certificate for Germany?
APS stands for Akademische Prüfstelle — the Academic Evaluation Centre. In India it operates as the Science Section of the German Embassy, New Delhi.
Its job is narrow and specific: verify that your Indian academic documents are authentic and formally plausible. It contacts your school board, your university, your college. It checks that the degree you claim was actually awarded, by an institution that actually exists, with the marks you actually scored.
What APS does not do:
- It does not admit you to a German university
- It does not grant you a visa
- It does not assess whether your degree is “good enough”
- It does not replace anabin recognition of your university
Put simply, the APS certificate Germany asks for is an authenticity stamp. Universities and the German mission both want it before they will look seriously at your file.
Who needs an APS certificate Germany recognises?
You need APS if your academic qualifications from Class 10 onwards were obtained at an Indian institution — regardless of your nationality, your current country of residence, or whether the German university is public or private.
A student holding an Australian passport who studied Class 10 to B.Tech in Pune still needs APS. A student who did Class 12 in Dubai but a Bachelor’s in Chennai still needs APS for the Indian portion. The trigger is where you studied, not where you are from.
APS Certificate Germany 2026: Fees, Timeline and Validity at a Glance
| Item | Detail | Why it matters |
|---|---|---|
| Issuing body | APS India, Science Section, German Embassy New Delhi | Official government body — no agent can “fast-track” it |
| APS fee | Approx. ₹18,000, non-refundable | Charged whether or not verification succeeds. Confirm the current amount at the payment step |
| dMAT fee (if applicable) | €150, paid to g.a.s.t. | Separate from the APS fee |
| Official processing time | At least 2 weeks (per APS India) | Realistically 3–4 weeks; up to ~3 months in peak season |
| Validity | Indefinite once issued | One certificate, unlimited university applications |
| Payment method | CCAvenue (card / UPI / net banking) recommended | Offline bank transfer forces manual account activation and slows everything down |
| Submission | Online registration + hard copies by courier | Both steps required; online alone does nothing |
One line worth reading twice: the fee is non-refundable regardless of outcome. If your documents come back unverifiable, the money is gone. This is why the preparation stage matters more than the submission stage.
What Is the dMAT Exam, and Do You Have to Take It?
The dMAT (Digital Master Test) is a standardised academic aptitude test introduced in 2026 as an additional element inside the APS documentation process. It is administered by g.a.s.t. (Gesellschaft für Akademische Studienvorbereitung und Testentwicklung), not by APS India.
This is genuinely new. It did not exist for the students who went to Germany last year, which is why most advice circulating in WhatsApp groups is already out of date.
Who must take the dMAT?
In its introductory phase, the dMAT applies only to Master’s applicants whose previous degree falls in one of three fields:
- Engineering
- Commerce / Accounting / Finance / Economics
- Business / Management
…and who are applying for the Summer Semester 2027 Master’s intake or later.
Who is exempt?
- Bachelor’s applicants to Germany
- PhD applicants
- Bachelor students who have not yet completed at least 5 semesters of a 3-year programme, or 7 semesters of a 4-year programme
- Applicants whose degree is outside the three affected fields
- Students on officially confirmed exchange, double-degree or university partnership programmes
- Anyone who completed APS online registration before 29 June 2026
- Anyone who shipped complete APS documents before 29 June 2026
- Anyone who already holds an issued APS certificate
That transitional exemption is generous and permanent for the procedure in question — but it applies only to that APS application. Start a fresh APS application later and the rules in force at that time apply.
The dMAT timeline you cannot negotiate with
| Date | What happens |
|---|---|
| 29 June 2026 | Registration opened |
| 15 September 2026 | Registration deadline |
| 26 September 2026 | First dMAT test date in India |
| 12 October 2026 | Results published; certificate downloadable from the g.a.s.t. portal |
Test centres are planned in Ahmedabad, Bengaluru, Bhopal, Chandigarh, Chennai, Kolkata, Mananthavady, Mumbai, New Delhi and Pune. Seats are first come, first served, and APS India explicitly cannot reserve one for you. If Mumbai fills up, you travel.
How Is the dMAT Structured?
Two modules:
- Core module — three subtests measuring general cognitive and analytical ability
- Subject module (General Academic Module) — applying those skills to academic problem-solving, presented as a typical problem plus related questions
It rewards transfer and application skills, not memorised facts. You cannot cram for it the way you crammed for semester exams. g.a.s.t. publishes free preparatory materials for the General Academic Module, and working through them is worth an afternoon.
Does a bad dMAT score kill your APS certificate?
No — and this is where a lot of panic is misplaced. APS India has stated clearly that the dMAT is not a stand-alone pass/fail test for the APS certificate. A low score does not automatically cause refusal.
What it does do: the result is printed on your APS certificate, and German universities see it. They decide independently how much weight to give it. So it is not a gate, but it is a signal — and in competitive Master’s programmes, signals matter.
APS With dMAT vs APS Without dMAT: What Actually Changes
| Aspect | Standard APS (no dMAT) | APS + dMAT (affected Master’s applicants) |
|---|---|---|
| Total cost | ~₹18,000 | ~₹18,000 + €150 (~₹15,000) |
| Bodies involved | APS India only | APS India + g.a.s.t. |
| Extra preparation | Document collection only | Document collection + aptitude test prep |
| Certificate issued when | After document verification | Only after dMAT certificate is submitted and cross-checked |
| Can you submit documents early? | Yes | Yes — APS can start verification before your dMAT result arrives |
| Realistic planning buffer | 4–8 weeks | 3–4 months, because you are tied to a fixed test date |
The most useful line in that table is the second-to-last one. You do not have to wait for your dMAT result to ship your APS documents. APS India will begin verifying everything else in parallel. Students who sit on their file until October are losing six weeks for no reason.
One catch: this concession applies only to the dMAT certificate. Every other document on your checklist must be in the initial submission. You cannot slip in a missing transcript later alongside the dMAT certificate.
Documents Required for the APS Certificate Germany Application
Checklists differ by procedure — Bachelor applicant, Master applicant, exchange student — so always download the checklist for your procedure. But the common core looks like this:
- Completed APS online registration printout
- Passport copy (data page) and Aadhaar number
- Class 10 marksheet and passing certificate
- Class 12 marksheet and passing certificate
- Bachelor’s degree certificate and all semester marksheets (or provisional plus transcripts if still studying)
- Master’s / diploma documents where applicable
- Language certificates (IELTS / TOEFL, or Goethe / TestDaF / telc / ÖSD)
- TestAS score, where required for your procedure
- Passport-size photograph
- Proof of fee payment
- dMAT certificate, if you fall in an affected group
APS also asks for your university student portal login credentials in the online form. That surprises people. It is deliberate — it lets the verification team confirm your records directly at source.
Step-by-Step: How to Apply for the APS Certificate Germany Needs
Step 1 — Check anabin before you spend a rupee
This is the step almost everyone skips, and it is the one I would keep if I could only keep one.
anabin is Germany’s database of recognised foreign institutions. Your university will be listed as H+ (recognised), H+/- (partially / conditionally), or H- (not recognised).
If your institution is H- or H+/-, no APS certificate and no dMAT score will fix that. APS India says this in plain language: a good dMAT result cannot compensate for a degree from a non-recognised institution. Check anabin first. Then pay.
Step 2 — Identify your correct APS procedure
APS India runs different procedures for different applicant groups, each with its own checklist. Use the official eligibility quiz on the APS India site rather than guessing. Choosing the wrong procedure means resubmission — and a second non-refundable fee.
Step 3 — Determine whether the dMAT applies to you
Engineering, commerce/finance/economics, or business/management degree? Targeting a Master’s in Summer 2027 or later? Registered with APS on or after 29 June 2026?
If all three are yes, you need the dMAT. If your degree is interdisciplinary — Engineering Management, Business Analytics, Industrial Engineering, Data Science, FinTech — check the official Affected Fields List published by APS India rather than assuming. Those borderline programmes are exactly where students get it wrong.
Step 4 — Register for the dMAT (if applicable)
Registration, payment, test-centre booking and results all sit with g.a.s.t., not APS. Book early; popular centres fill first.
Step 5 — Complete the APS online registration
Enter details exactly as they appear on your documents. A mismatched spelling between your passport and your Class 10 certificate is a routine cause of delay. Pay via CCAvenue — offline transfers trigger manual account activation and add days.
Step 6 — Courier your hard-copy documents
Send the complete set per your checklist. Keep the courier receipt — proof of shipment date is what establishes your exemption status if a rule changes mid-process.
Step 7 — Track and respond fast
Log in to your APS account regularly. If APS emails you asking for a clarification, a same-day reply can save you two weeks. Verification stalls most often because a student took nine days to answer a one-line question.
7 Mistakes That Delay or Sink an APS Application
- Skipping the anabin check. Paying ₹18,000 to verify a degree from an H- institution is money set on fire.
- Assuming the dMAT does not apply because “nobody mentioned it”. The rule was published on 29 June 2026. Most agent scripts have not been updated.
- Waiting for the dMAT result before shipping documents. You are allowed to submit first. Waiting costs six weeks.
- Submitting an incomplete file, planning to add documents later. Only the dMAT certificate can arrive late. Nothing else.
- Paying offline. Manual activation happens during office hours and adds avoidable days.
- Starting APS after the university deadline is already close. APS says “at least two weeks”. Peak season is closer to three months. Work backwards from your intake, not forwards from today.
- Name and date mismatches across documents. Middle names dropped on one certificate, a different date of birth on another — both trigger manual review.
Expert Tips From the Counselling Desk
Start APS in parallel with your language prep, not after it. APS verification does not depend on your IELTS or TestDaF being finished. Running them in sequence is the most common self-inflicted delay I see.
Order two extra sets of certified transcripts now. Indian universities are slow at reissuing documents, and you will need copies for APS, for university applications, and for the visa file.
If you are a final-year student, apply under the “still studying” route. You do not need your final degree certificate in hand to begin. Waiting for convocation is how students miss an entire intake.
Budget the dMAT fee in euros, not rupees. €150 charged internationally will also carry a forex markup on most Indian cards.
Treat the APS certificate as a lifetime asset. It never expires. Getting it early — even before you have shortlisted universities — removes the single biggest bottleneck from your timeline. If you are still at the decision stage, our guide to studying in Germany as an Indian student covers eligibility and intake planning in more depth.
How the APS Certificate Fits Into Your German Student Visa
The APS certificate is part of the documentation generally required for the German student visa procedure. It sits alongside:
- University admission letter
- Blocked account confirmation
- Health insurance
- Language proficiency proof
- Accommodation proof
Missing or weak documentation at this stage is one of the leading causes of refusal, and German student visa refusals carry no formal appeal in most cases — you reapply, and you lose a semester. We have broken down the pattern in detail in our analysis of Germany student visa rejection reasons.
On the money side, plan the APS and dMAT fees into your overall budget early — they land months before tuition or the blocked account deposit. Our breakdown of the real cost of studying in Germany for Indian students maps the full sequence of payments.
Real Student Success Stories
The following are illustrative composite scenarios drawn from common situations Indian applicants face. They are not verified individual testimonials.
Rohan, B.Tech Mechanical, Pune — caught the dMAT rule with three weeks to spare
Rohan had shortlisted four TU Master’s programmes for Summer 2027 and started his APS registration in mid-July 2026. His agent had never mentioned the dMAT. During a counselling session we checked his registration date — after 29 June — and his field — engineering. He needed the test.
He registered for the 26 September sitting, shipped his APS documents in early August without waiting, and had his result on 12 October. His APS certificate was issued in the last week of October, comfortably inside his university deadlines. Had he discovered it in October instead, he would have waited for the next sitting and lost the intake.
Sneha, B.Com Hyderabad — exempt, and it saved her €150 and a month
Sneha assumed she needed the dMAT because her degree is in commerce. She had, however, completed her APS online registration on 18 June 2026 — eleven days before the cut-off. The transitional exemption applied. She shipped her documents in July and received her certificate without touching the test.
Her only real cost was three weeks of anxiety that a five-minute date check would have prevented.
Aditya, Tier-3 engineering college, Nagpur — the anabin lesson
Aditya was ready to pay the APS fee when we checked anabin. His college was listed as H+/- — conditional. The specific programme he had studied was not clearly covered.
Rather than spend ₹18,000 on a file likely to stall, he wrote to two German universities with his transcripts and got written confirmation from one that his degree was acceptable for their programme. Only then did he file APS. It cost him five weeks of correspondence and saved him a wasted, non-refundable fee.
Priya, BBA Bengaluru — parallel processing bought back six weeks
Priya’s instinct was to wait for her dMAT certificate before couriering anything. We pointed her to the APS India clarification of 13 July 2026: affected applicants may submit their APS documents first.
She shipped in August. APS completed verification of her transcripts and language certificates while she was still preparing for the test. When her dMAT certificate arrived on 12 October, the only remaining step was the cross-check. Certificate issued within days.
Frequently Asked Questions
Is the APS certificate Germany requires mandatory for everyone?
Yes, for applicants whose academic qualifications from Class 10 onwards were obtained at Indian institutions. It applies to public and private German universities alike, and is part of the documentation generally required for the student visa.
How much does the APS certificate Germany charges cost in 2026?
The APS fee is approximately ₹18,000 and is non-refundable regardless of outcome. If the dMAT applies to you, add a separate €150 payable to g.a.s.t.
How long does the APS certificate take?
APS India states the process takes at least two weeks. In practice, plan for 3–4 weeks, and up to around three months during peak application season. If you need the dMAT, your timeline is anchored to the fixed test date rather than to your own speed.
Is the APS certificate valid for life?
Yes. Once issued, the APS certificate does not expire and can be used for an unlimited number of German university applications.
Do Bachelor’s applicants have to take the dMAT?
No. Under current rules the dMAT applies only to selected Master’s applicants — those with a previous degree in engineering, commerce/accounting/finance/economics, or business/management, applying for Summer Semester 2027 or later. Bachelor’s and PhD applicants are exempt.
Can I submit my APS documents before I have my dMAT certificate?
Yes. APS India confirmed on 13 July 2026 that affected applicants may submit their complete APS documents first, and APS can begin verification in advance. The certificate is only issued once the dMAT certificate has been submitted and cross-checked. All other documents must still be complete in the initial submission.
Will a low dMAT score get my APS application rejected?
No. The dMAT is not a stand-alone pass/fail test for the APS certificate, and a low score does not automatically lead to refusal. However, the result is reflected on your APS certificate and German universities decide independently how to weigh it in admissions.
Does the dMAT replace anabin or university recognition?
No. The dMAT is an aptitude test only. It does not establish formal eligibility and cannot compensate for a degree from a non-recognised institution. Check your institution’s anabin status before registering for either the dMAT or APS.
What happens if my preferred dMAT test centre is full?
Booking is handled by g.a.s.t. on a first come, first served basis and APS India cannot reserve seats. If your city is full, you will need to select another available centre — which is why registering early rather than near the 15 September deadline matters.
Do I need to know German to get the APS certificate?
Not necessarily — many German Master’s programmes are taught fully in English and APS accepts English language certificates. That said, German helps enormously with part-time work and daily life. Our guide on how long it takes to learn German gives a realistic timeline.
The Bottom Line
The APS certificate Germany demands is not difficult. It is unforgiving about sequence, and the APS certificate Germany issues rewards students who plan backwards from their intake.
Check anabin, identify your procedure, establish whether the dMAT applies to you, register early, submit complete documents, and respond quickly to queries. Do those six things and APS is administrative. Skip one and it becomes the reason you lose a semester.
If you are in an affected field and targeting Summer 2027, the honest summary is this: 15 September 2026 is your real deadline, not your university’s application date. And once you are through APS, the next planning problem is housing — which in German university towns starts earlier than most students expect. Our guide to student accommodation in Germany explains why.
Not Sure Whether the dMAT Applies to You?
Interdisciplinary degrees, mid-course applicants, and students with a gap year are exactly the cases where the official field list is ambiguous — and where a wrong assumption costs a semester.
If you would like a second pair of eyes on your specific profile, the RiseUpEdu counselling team reviews APS eligibility, anabin status and intake timelines at no cost. No pressure, no obligation — just a clear answer on where you stand and what your realistic timeline looks like.
